London's congestion charge is about to become exclusively a pollution charge. The new rates will allow cars with low emissions to pay no charge at all. So if we all take the bait and switch to low-emission cars, we may reduce pollution but we'll be able to go in and out of central London as we like. Result? Congestion. It's madness.
